Default Can it be done?

Now ive never had this situation happen to me before but lets say your out hunting and you see and animal walking across a frozen lake. Can you shot it or is it the equivalent of shootin an animal in water. Now im aware they arent in water but they are still at a huge disadvantage cause im assuming ungulates cant run very good on ice.

Since the animal is not swimming,it is legal.

And what if the animal is on an island but the water around it is frozen??

I'm thinking it must be legal because some time mid winter with snow, oftne you couldn't tell in many places if you are on a lake, muskeg, swamp ...
