The river isn't as low as it was before the rain started, couldn't tell you exact levels though. Probably somewhere close to average fall level plus a half-foot to account for all the rain last week.

The bite is on though, everyone I've talked too is catching plenty of quality walleye in the 24" + range, even in the city limits. Lots of smaller ones too.

I was at the Pembina before the rain started and I think I got 4 walleyes on my first 5 casts into the Lobstick hole over by the Provincial Park (entwhistle).

This is definitely the time to get out, and good luck!

PS: There's never a time where you shouldn't be concerned about rocks on the NSR, especially upstream of Devon.

I haven't fished that area so can't really help you but what I can tell you is that the boat launch seems very decent at the bridge on Hwy 60 and most boats seem to be coming from up river when they are coming back so there must be some good water up that way, Good luck!

Try to find where the river takes a sharp bend, and anything interrupting the current in that bend of the river. Anchor near the eddy created by the current break, throw on your preferred Jig and have at it!

You can sometimes catch up to a dozen walleye from 1 decent sized current break.
