I have an android app called "Reloading Assistant" which lists the book loads for a huge selection of cartridges and the powders.
Otherwise most of the powder companies and bullet manufacturers have load data on their websites.
If you have any fired brass it would be a good place to start by finding out the cartridge overall length of the chosen bullet shape to see what your rifling distance is. Every different bullet shape will have a different seating depth where it meets the lands. Once you know the cartridge overall length where your bullet touches the rifling, you can then decide on the "jump distance" that you want to load at. Most reloaders give advice of starting at 0.015" to 0.030" short of touching the rifling.
Book data says Hodgdon H4831 powder is a good fit for 280 Rem 140 grain bullets.
