Default Killing Beavers

Is it unlawful to kill beavers on crown land with out a trappers licience? You can kill them on private land with permission?

that is correct. Good to go on private land with permission, all year long.

So if an outfitter you guided for insisted you shoot some beavers for bear bait (crown land) where would that fall?
