Thumbs down Live Minnows

Does anyone know, why we cannot use live minnows for bait in Alberta?
Is it just because we are a backwards province? There should be no law
against using live shiners, eh!!!

It's because they do not want fish distributed from one water way to another.

Not only the fish (minnows) themselves being transplanted but also any pathogen or parasite in or on the minnows. Dirty little buggers.
