Brown Bears are a circumpolar species, but Japan is a series of islands. Possibly some Head Honcho long ago , decided it would be cool to have a few around . They do have wild boars and racoons as well.

The way the tourists behave when they come to Canada, I naturally assumed that Japan has no wild animals at all.

Unsurprisingly, all of Japan's brown bears are on Hokkaido, the most lightly populated island.
