Default Bad or worn out bearing

Remove belt and turn all the pulleys. You will most likely find one that is stiffer. Idler and tension pulley would be my guess.

Check your uplifter pipe on the exhaust. I have an 08 ford 6.4 that broke one and makes a similar noise.

Power steering pump is what it was on my '02.
Exactly like what you described.
Check it and change it before it craters.
I would check for sweaty hoses and do them at the same time.

Do you have a mechanic's stethoscope? If so, you can try to see where the noise is from.

Does your ac compressor have a clutch? If so, push against the clutch slightly with a tool to see if the noise changes. That noise sounds like something is just barely rubbing.

I've had several idler pulleys fail right out of the box (bad batch maybe). Now, unless the pulley is wrecked, I pop out the snap ring, press out he bearings, and get new bearings from motion. Put back together.

Can you see if the belt is vibrating in any are more than others?
