Gun wash ( paint thinner) for the metal parts and 99% isopropl alcohol and a stiff toothbrush for the plastic parts. It will take a little bit of elbow grease but it will wipe off. If they clear coated the krylon you may need to lightly sand that off for the alcohol to begin dissolving the paint. If sanded for the base coat then you might not be able remove those scratches depending on how deep they went.

Ballistol and cotton patches and A LOT of elbow grease removed krylon paint off of parkerized steel for me. but at the end, zero damage to the parkerized finish.

Wrap the stock in paper towels saturated with gunwash thinner. Place the whole thing on a plastic sheet or garbage bag. Cover with a garbage bag. Wait 20 minutes. Most of the alkyd enamel (Krylon) will blister and peel right off. Re-wet remaining painted areas and remove with a nylon brush.

The two methods above will also eat away at the plastic stock.....

I'd sand and clean the stock and paint your favorite colour.
