Formally, I'd bet not. Informally, hunting near canals is pretty wide open on my experience. Just call the irrigation authority and ask if you prefer...

Phone lethbridge county office and run your visa and should have your new map within 7 working days for lethbridge and county and it will cover the irrigation district as well.im guarinteein ya though 85% of the county is private land, and if your lookin to run the irrigation ditches witch is private as well you gunna half to get permission, this is not like the brooks and area were the EID is the biggest private land holder in the province and it's free reign,so just do your home work and cover your arse like what your trying to do on this forum but at the end of the day a few simple phone calls is way better then blowin smoke on this forum.
Good luck

My guess would be yes, however permission from the Office would be best. The Irrigation district is in place and operated under the direction of a Board comprised of "water users". Those "water users" form the corporation and are the land owners. The Board sets the rules. Likely have a Use Respect Program in place but they still want to be familiar with how many are using/accessing the land.

Should be similar to the Eastern Irrigation District in the County of Newell.
