My 700 in 7-08 isn't an SPS, it's a ltd edition Boone & Crocket, and it shoots cloverleafs at 100. I think it is a combination of the cartridge being inherently accurate, and that the 700s get a bit underated. Really, most production rifles made today should get you out of the box accuracy of 1 1/2", and many will be in that 1" range, depending on calibre. Once you drop into that sub MOA range, be happy. Very happy.
As an aside, I like my Remingtons. I have a .300 WM (XCR), and a .22-250 VLSS. that also will shoot sub MOA if I do my part....(but that darn .300 gets me flinching sometimes.....
Scope has met eyebrow on more than one occasion), and I've had a couple of .270s that would also shoot 1" groups. My hunting buddies SPS (DM) in .30-06 is also easily a 1" gun.
