Default New Exotic Stocked

Folks,

Out for a local pond for a look see and found this critter lazing in the shallows. Didn't give up much of a fight.
Is the Govt stocking these now?

Also found a couple of small plastic balls with tiny threads on the end. One was bright orange. Any idea what these are for?
