That's a barrel de-resonator. Apparently, it's supposet to tune the harmonics of the barrel. To be honest, whether it actually improves accuracy, I don't have a clue. It certainly works if you want to lean the rifle up against somthing though!

I would throw that in the bush and re-sight in, but that's just me, if it works it works though, defeats the purpose of a free floated barrel, l like when a barrel sounds like a banjo. If you learn to listen you can hear it if your muff is touching the stock, the vibration I mean, if you can hear it then your barrel is truly floating the way it should be.

I like your logic, and, frankly, I don't even think a heave barrel like that knows that thing is even on there. I have simply found it handy to protect the muzzle end of the barrel.

Anyway...at the end of the day, I don't think that chunk of rubber (the de-resonator) has any effect on the performance of the rifle. There have been a number of occasions however, where I have found it quite handy in protecting both the muzzle end of the barrel, and, the muzzle brake.
