Default P & Y eligibilty

Recently, I got a bear that will have no problem making the P & Y minimum of 18". I process all of my own skulls, and in a conversation with a friend the other day, he mentioned that he thought that if a skull has been lacquered, it is not eligible for the book. Does anyone know if there is any truth to this?

It can be measured. A note would be added to the form indicating it had been laquered. The only time it might be a issue is if the bear was a top 10 animal or world record and was invited for panel scoring.
