Default traping question

Trapping rabbit in urban area is allowed, but not allowed in crown land. However snare rabbit is allowed in crown land. Anyone can tell me the reason? Thank you!

see below:
Alberta agriculture and forestry:
Trapping: Live traps are ideal for removing rabbits and hares in an urban setting. Wooden box traps work well for rabbits but not hares (Figure 4). An open mesh live trap is required for hares (Figure 5). Good winter baits include corn on the cob, dried apples, alfalfa and clover. Successful warm weather baits include carrots, lettuce, cabbage and apples. Jackrabbits can be captured in funnel pen traps constructed of poultry wire. The funnel trap must be at least 1 m high and 3 m in diameter, with the top completely enclosed to prevent rabbits from jumping out. It is illegal to use leghold traps to catch rabbits or hares in Alberta, unless a damage control permit is obtained through the local Fish and Wildlife Division of Alberta Sustainable Resource Development

On trapping regulation:
Rabbit or hare may be hunted (but not trapped), throughout the
province, at any time of year, without a licence on land which
the person has the right of access for hunting. A resident may
use snares to take rabbit or hare, provided the snare meets the
requirements set out on page 13.

Hey there, I believe a resident may trap or snare rabbits on his/her own land. Anyone can hunt (but not trap/snare) rabbits on crown land.

They probably don't want snares set in an urban area. Sounds like a good idea to me. Crown land or private rural property is a better place for snares.

Thanks for the answer. But why don't they allow trap rabbits in crown land?

From page 13:

- snare devices, including neck snares, power snares and foot snares, may be set for the taking of fur-bearing animals under the authority of a registered fur management license OR:

- by residents for rabbit or hare on lands to which they have right-of-access (provided the snare wire is not larger than 13 cm (5 in.) in diameter).

I don't see where it says that you can't snare rabbits on crown land if you have the right to access. Call F&W to get the correct answer.
