Default Limb length does it matter - is this a good choice

Came across a set of 28# ILF medium length Hoyt limbs. Plan on putting together a recurve for recreatonal shooting due to shoulder injuries. I'll be shooting traditional. I have a 29" draw. With a 25" riser (not included in this sale), I'm told will make an OAL of 68". Is this a good setup or or should I consider the next smallest riser - OR do I need long limbs?
Suggestions appreciated.
