How do these work for an outfitter? Are privileges different in every WMU? Or does each one get a certain amount of birds for the season? Or is there no limit once they have one?

4 waterfowl allocations per WMU, unlimited clients per allocations.
Yeah. Typically 4 (generally not more... it sometimes) outfitters in Each WMU. Then no restrictions on client numbers, days, or birds (other than daily limits like everyone)

It should be that they can only hunt for 4 days a week as to provide local hunters with more opportunity. Its getting quite competitive to hunt birds. Local outfitter runs as many 10 guys, morning and evening hunts, 7 days a week. Hard to get fields for locals. Those hired to hunt guys run way more.
