I see an anchor rope down and indicators in the pictures so pretty obvious that he wasn't trolling!

Usually anchor but if wind light just float with breeze.

kbobbeck; There is lotsa info,from some excellent author/fishermen.Brian Chan,Phil Rowley.Both have videos to buy or youtube video's on how to learn how to fish using chironomids,,how to tie them..tight lines
