The USA isn't allowing export of those hicap mags any more. If you find some in stock somewhere buy them all.

I think I bought a 10 22 with a scope from wholesale for less than $300, its a carbine and doesnt have any way to hook a sling up though, I'd probaby recomend the rifle version. Also its pretty light and benifits from epoxying large fishing weights into the stock forearm under the barrel.

Take your pick http://www.wholesalesports.com/onlin...egory=10110012 I got my 10/22 at wholesale sports in Edmonton. Paid $229. Shot two ruffed grouse in the neck today. Right where I was aiming. If you do pick one up I'm going to suggest one thing. Pick up about 500 rounds of CCI mini mag ammunition and break it in with that ammo only. 10/22's don't work too well with cheap ammo until they get broken in. After that you can put whatever you want in the gun.

Now for 7mm you can go have a look at the stevens model 200 by Savage. THey are cheap ($309) and extremely accurate http://www.wholesalesports.com/onlin...ory=1011000702 Hope this helps.
