Default When does a river become a lake ?

Does anyone know if there is a formal definition of a river versus lake? The regulations often specify different limits/rules for rivers and lakes, and it's not always clear exactly where one ends and the other begins. Is it just a grey area, or are there clear ways to define the two?

you know what always amazes me? winnipeg river system. its so freaking slow that you swear its a lake, yet you will move slowly downstream if not anchored, and when the water takes a change of elevation, you will get a patch of rapids out of nowhere. truely my favorite body of water to fish anywhere in canada that i have fished so far.

Lac des Arcs at Exshaw would appear not to fit this definition.
