Default Water in the Reservoirs in the south?

I just came back from Pincher Creek and as has been said, Chain lakes is low, but the Oldman is so low that where the Castle river goes under Hwy 3 you can see the old river course. Waterton reservoir is down about 15 feet from the top of the boat launch.
Is this normal? I doesn't look normal, it is very dry too. They are arguing about water allocations, I don't know how you can allocate what isn't there. The streams looked O.K. but water is low.

I know that our farm's irrigation has been reduced to 12 inches already and on a normal year I believe the limit is around 16 inches so I think the irrigation districts are expecting a dry year. They've started flushing the canals and water turn on is a couple weeks away so the reservoirs should start filling up soon.

This is normal for this time of year.

Crowsnest is lower than it has been in the last 18 years. Things could turn around quickly with snow pack melting and precipitation but if it doesn't it could get dire for the fish quickly.

It’s normal, they’ll be full in June , but the all day watering in 30 degrees plus temps will drain them by mid late august. It’s a shame these reservoirs could have some potential

snow pack down south is very low. Looking fine further north

Where you at we've been told 16" southeast of Lethbridge.

St Mary’s irrigation canal crossing on HWY 4 is moving water east now, getting a jump on irrigation start up.

Lots of snow has fallen in the mountains in the past couple weeks. We have had a foot of snow in the past 24 hours in CNP.
