General area for sheep

..So i was wondering since sheep hunting is draw tag in areas like 410...why do people still wait 20 some years to get a tag when some areas are general for sheep? Might sound a little naive but please enlight me..lol..or is it that those areas are depleted...which if that isnthe case begs the question...why even have it general

The 20 year tags are for the Nov Rut
Gen season is Aug 25 - Oct 31
