Not at all. Birds take dry dust baths like this all the time. I've seen it will all species of upland game using dirt roads.

grouse around here would be hard pressed to find dry ground around here, now only mud baths, but ya dust baths, regular behaviour for them

Watching Alaska bush people last night and one of the boys was explaining how a male grouse will find a tall tree and fly up to the top and start drumming so follow the sound and keep your head up keeping an eye out for him.....

Sounds like that guy is only 8" tall if he has to look up to see drumming grouse.

Many species of birds take dust baths to clean their feathers. I had a rabbit do it in my back yard last summer.

My dog does it to. Right after he rolls in horse sh!t or bear sh!t or any other crap he can find. Dam collies. Wife really likes him around after his little sh!t and dirt bath. But yep, normal bird cleaning method.
