I'm the opposite of Cat, I prefer to neck down. Have never had any problem in factory chambers, they are usually so loose you could neck 308 down to 243 and still have clearance without neck turning. That said there are always exceptions and unless you have some way to measure neck to chamber clearance to be absolutely positive I would go with what Cat said.
My habit comes from my benchrest days, I got in the habit of having as little clearance as possible between case neck and chamber neck because it works the brass less avoiding neck cracks after several firings. I also like to neck turn but don't like annealing. I neck turn pretty much everything I reload. I expect my brass to last at least 20 firings and have had it last up to 35 and could have gone more. The less your brass moves between firing and resizing the longer it will last. i also don't pound the crap out of my brass with hot loads.
Again, unless you have a way to measure your chamber and brass fit always go with proper designated brass or neck up like Cat said, you'll always be safe that way.
