I may be able to help but need more info on what you are welding/fixing/fabricating
There are lots of good welders / firms etc.. that have their WCB and ticketed welders but if you are truly structural (and have the weld procedures and drawings) - should be an easy fit to find someone to help you out.
If you are trying to stitch up some beaten up, rusted and twisted equipment trailer and want someone to do a miracle, weld and fix it and then "certify it" then I'd say that would be a challenge. You are looking for a magician and gambler - and someone willing to put their ticket and liability on the line.

On fully ticketed welders get trumpeters .... and after 10 years of experience some even have the solid gold dancers and fireworks upon arrival to air conditioned work bench !!!
