Default minor restricted question

At 14, my boy recently got his minor POL.
my question is:
Can minors get the restricted course (and pass), so when turns of age, he already has the restricted course under his belt so when he applies for the upgrade to PAL nonrestricted, he could get the restricted at at the same time.
I dont see why not?
Is there a time limit on applying after the course?
having a restricted permit may be a thing of the past

No. As of now the CFSC and CRFSC is valid until they say otherwise.
