Nice find on the SKB. I cant help without knowing the problem but I have owned a few and stripped them down for cleaning on many occasions. The mechanical design is very simple, robust and effective. Any competent smith should be able to help you out, you don't need to find an expert on SKB. I would look for someone that has dealt with shotguns and not just a rifle guy.
Should you decide the SKB is not for you, I am always in the market for another. I just picked up a nice little M100 SXS that I have completely stripped and am in the process of refinishing the stock. My first new shotgun was an SKB so they hold a special place.
