It is legal to shoot waterfowl while they a sitting on the water or on land, as long as you are using proper firearm or bow. Same with upland and pheasant.
Some people would say it is unethical, or unsporting. I disagree, but I mostly hunt for the meat so I don't care if they are on the wing, or if the are facing east or west.
Toughest thing about shooting them on the water is retrieving them if you don't have a dog. I carry a fishing rod with large trble hook just in case.
