Make the purchase based on that, keep it simple.
Check out what ammo is available in town!! No good having a gun and the closest ammo source is a thousand miles away. You will not need a big Mag for Cariboo and Musk ox . You do need to be able to get ammo though.
When I worked up north the Eskimo's relied on the 223, and 303 for everything.

I suggest a 30-06. Easy to find ammo and a reasonable recoil.

i have a mossberg night train 2 .308 shoots great and very very accurate with almost no recoil at all and is in your budget

A T3 in .338 win mag is about the worst choice one could make as they are very light rifles and the recoil will take all the fun you would have had out of shooting. Get the same gun in a 30-06.......Harold

OP wants to hunt Caribou and Musk Ox. While not the difinitive answer, here's what Chuck Hawks recommends for calibres for Musk Ox:


Adequate cartridges
.264 Winchester Magnum, .270 Winchester, .280 Remington, 7x64 Brenneke, .303 British, .308 Winchester, and 8x57 JS

Recommended cartridges
.270 WSM, .270 Weatherby Magnum, 7mm Magnum (all), .30-06 Springfield, .300 Magnum (all), 8x68S, 8mm Remington Magnum, .338 Federal, .338-06 A-Square, .338 Winchester Magnum, .358 Winchester, .35 Whelen, .350 Remington Magnum, 9.3x74R, .405 Winchester, .45-70 +P, and .450 Marlin.

I think ammo availability will be your largest concern. If I was in your situation I would go with a 308 in a stainless gun with a bushnel 4200 or what ever they call it now. Look at a Remington Sps or a vanguard 2. That's what I would do on your budget and location
