My Sask buddy wants to borrow my Montana moose decoy for his hunt coming up in October. Just browsing the regs now, anyone know the legality of this to save a fella some time?

There is no law against lending someone your decoy for sure! Now whether a "Montana" decoy is okay in Saskatchewan I am not entirely sure, though regular decoys are fine, hell they can even bait deer there.
No you can't, it's a draw and your draw tag is only good for the zone in which you were drawn. No different than getting drawn in Alberta. If your sister is a Sask resident you have an advantage as you are given priority in the draw because of the family first program. Pretty sure it is for whitetails only
