I don't know much about cougars but they are cats and cats walk on their toes more then their heals. This critter is putting considerable weight on it's heal, enough to dispalce sandy soil backwards, but it's not sprinting or about to sprint or it would leave deep claw marks, and that would be the same with either a Cat or a Bear.
This animal is sauntering along at a leisurely pace but having to put some effort into moving at the moment, thus the backward displacement of the soil. Hence the uphill movement conclusion.
In the end, this is just a fun game, there is no way to be sure without seeing the tracks first hand, and fresh.
