Default Why is hermitage not

Today I was out at hermitage managed to catch two rainbows one was 12.5" the other didn't measure about 11"
I am noticing the fish are getting bigger which is nice!
Now my question is how come this pond is not aerated??
It just doesn't make sense to me stock a pond the fish die over winter.
I started fishing there quite a bit this year and noticed not everyone keeps the fish! So if this pond was aerated it would make a lot more sense! The fish would make it through the winter and they wouldn't have to stock as much
Im wondering if going about making a petition and sending it to f&w or whoever
Is in charge of the pond would help... Input is appreciated

I kept 2 today for the family every other time I like to release them but anyways let me know guy what you think..

My guess is that they F&W knows that--being right in the city--the pond will be fished out come fall anyways, and they will be aerating an empty lake.
