ummm, what kinda paper towel we talking about?
kimtuff , bounty, man have we forgotten those TV commercials already?
Paper towel soaked in oil will expand and thus become tighter fitting.
Have you tried a cleaning jag (largest one that will fit) and try and drive it out.
Of course if it is stuck from muzzle end you will enter rod from breach end and if it is stuck breach end, then try from the muzzle. This of course is assuming it is a bolt action rifle and not a Model 94.
Dont force it to much tonight, make sure it is safe and put away till you can contact a competent gunsmith.
Hopefully my drivel has jogged some brain waves and the outcome is successfull.
Rob
ps, not poking fun at you either.

Is it a shotgun or a rifle?
If it is a rifle what caliber is it?
How far in to the barrel is it stuck?
What action is it?

i shouldve clarified its an air rifle, .177 and i think i drove it past its point, im soaking it in water for now, assuming that water got to the paper, it was a pain trying to get water in there. it kept air bubbling ive tried from both ends and its not budging.

might be a dumb question but have you tried shooting it out? unloaded of course. I would try that and then I would
i would get a drill bit and thread it to fit your cleaning rod and then slowly remove the paper.

Try a small brass screw instead of a drill bit that is harder than your barrel.
Air rifles aren't know to have the strongest steel and ther drill bit would probably ruin rifiling if you had it.

Cut the head off a screw that will thread onto your cleaning rod and using a drilling motion on the shaft you could either grab it to pull, or at least pick away at it and remove it bit by bit.

At least that what a 'friend' did when he got a piece of too big patch caught in an airgun barrel.

If you have any friends who shoot black powder or are willing to part with a couple of bucks you can get tools used to remove balls and patches that are stuck in muzzleloaders.

They are patch pullers and ball pullars (duh - makes sense). Here is a page from Wholesale Sports so you can see what they look like. They fit on the end of your cleaning rod.

Go to tool store they sell 12" long drills of all sizes, buy 1/8" or smaller ,using your fingers only (no power drill) drill out what's inside work very slowly try not to touch rifling . It may take some time to do that just have patience. Just give it a little turn and see what comes out till you can push it out ,try not to do it to hard . I have done that to one of my buddy's rifles he had a patch stuck in it.

Burning it out would not be my choice .Check if the heat has warped the barrel.

I wouldn't do this, drill bits are VERY hard and it'll for sure damage your barrel.

Soak it with oil, the paper will expand but it'll get softer and if you keep working at it with a cleaning rod you should get it out. Don't be impatient, you dont' want to damage the gun.

edited, I just read you burned it out. innovative I guess.

no what i did was heat up the ball end of an antenna i found that fit perfectly and kept getting it red hot and then shove it in the barrel and eventually i burned all the way threw. there was quite a bit of ash and soot i had to clean out but i didnt warp nothing and from the looks of it i didnt hurt the rifling.

that is innovative, nice solution. Now go buy a proper gun cleaning kit! although I've never cleaned my pellet gun, haven't actually considered whether I should. hmm
