There is definitely a linkage in the article to the fact protests are no longer grass roots but rather professional organized and managed and as such as a society we are seeing greater and greater coordination and cross support in all kinds of protest movements.

The democrats have the most protest movements associated with liberalization and wokeness that gets very little media scrutiny because of woke backlash.

You also realize we are in Canada and are not governed under the US House of Representatives.

As for funding of charities in Canada. Trudeau removed the law against foreign donations to Canadian political movements.

As such those mentioned in the article do make donations to protests and exactly where their money comes from is an unknown. It could be coming from Saudi Arabia, Qatar, Yemen, or even Russia. There is lots of value in spreading rumours and discord on the internet and social media to disrupt target societies. If they make the concept extra exciting they can alway find someone willing to help spread it around.
