It was stupid for the guy to dump the carcasses where he dumped them, on the edge of a very public lake. If he shot 150 coyotes, or snared them, then he had plenty of discreet locations to dump them. Nobody would care if they encountered 3 - 4 carcasses in a spot, it probably wouldnt even bother the law.
If carcasses dry out and mummify, once that happens then it's up to the bugs to break them down, and the coyote pups in summer will take it from there, the parts make wonderful coyote pup chew toys! It's nice if the birds will eat the carcasses before that happens though.
I'd venture to say that most garbage dumps dont want carcasses? I hear the city boys are allowed to throw them in dumpsters though if the carcasses are bagged? But I believe most rural dumps wouldnt allow carcasses to be disposed? If thats the case, then what's the solution for most coyote hunters and trappers?

I take it you dump them along the shorelines of a watering hole that's used by the public during the summer months. Wake up man. Not hard to ask a farmer or a colony to use their dead pile. That's what I do.

After reading some of the other responses, I feel I don't need to defend myself on how I feel about this, or what is and what isn't legal. But to say I'm as bad as the anti-trapping crowd...c'mon man. I'd like to consider myself a respectable outdoorsman and hunter. Definitely support all hunting, trapping, fishing, and conservation methods. There is other ways for this to play out and finish though. Dumping 150!!! carcasses along a well used body of water isn't one of them.
And apologies for being tardy on my response, as I didn't have enough time to be trolling on here all weekend.

It was probably someone from the reserve who dumped the the yots!
I have seen animals near reserves with their back legs and back straps removed and the rest left to waist!

That's incorrect. It's improper disposal. We're not talking about a carcass here or there near your cabin where nature will take its course. So if I took my organic household refuse and dumped it out there that would be ok? Big pile of grass clippings, table fare and a pile of branches?

I used to raise sled dogs ...lots of em...one winter from November to March we went thru 50 whole cattle...via large cattle feedlot operation, took more time for them if an animal was injured than it was worth to them...so we had grade A beef for the dogs...we received them on the hoof...
short story shorter...by March we had a few bones and pieces of hide around at thaw...they was a abandoned railroad that was federal at the time... no one around for miles around...we dumped them in an inconspicuous place for mother nature to help clean up...and back to nature
not so inconspicuous I guess ..someone found it...news flash... cattle rustling ring in area all over TV...wide eyed I turn myself in...after explanation...$200.00 littering fine...
so answer...well its not legal anyway...
on private land with permission...no sweat
