Default outboard motor mounting

have a lot of water spraying up from my pontoon boat that I just purchased(new to me) and looked at it tonight, figured it was mounted too low so moved it up as high as I could to have the anti ventilation plate more even with the bottom of the transom.

Not sure if doing this is ok, can someone with some knowledge let me know if that motor actually needs to rest on the transom or not...

That is fine like that. Did the same thing on my boat last year and havent looked back.
