A thread I read last nite got me to looking for some form of explanation of the US export laws. The whole thing originated from ITAR. Canada apparently could have done something to amend our status on exemptions under it, but chose not to do so as I understand it.

these are apparently the sections it is governed under;
(1) Export of some products is strictly prohibited without a valid export license issued by the U.S. Department of State, in accordance with International Traffic in Arms Regulations (ITAR) (22 C.F.R. 120-130) or a valid export license issued by the U.S. Department of Commerce, in accordance with the Export Administration Regulations (EAR) (15 C.F.R. 730-774).
Some form of explanation is in the above PDF, firearms and scopes and cartridge components are folded into defense items somehow.
I will keep looking to see if I can find more on this, that perhaps explains it with a bit narrower definition that pertains to our particular concerns.
