November Elk in 504?

My Dad just bought some land in WMU 504. No elk on his place, and haven't seen any on the neighboring properties, either.
I understand its a big area, and I've only seen a little bit of it, but can someone offer some insight to the populations in the area?...enough make it worth pursuing? Does anyone know if permission is easy or hard to come by? Tips or tricks?
