Default PAL for tannerite???

Do you require a PAL to purchase tannerite??

Yes, a PAL is required to buy binary ( exploding ) targets in Canada.
In lieu of a PAL one may instead produce a Pyrotechnics Licence as per NRCan.

The use and sale of binary targets is controlled by NRCan under the Explosives Regs.
Here is a synopsis:

In Canada, binary kits are subject to federal laws. Under the Explosives Regulations, 2013 (ER 2013), purchasers of binary kits can only be users that are holders of a fireworks operator certificate – pyrotechnician or a licence (Possession Access Licence (PAL)) issued under the Firearms Act. Default Tannerite

Canadian version is Thunder Shot...I have yet to show a PAL to buy it. They take personal info but no PAL as of yet. Bought at WSS many times

WSS records buyer information in a ledger and requires identification, but are not specific in asking for a PAL or Pyro t license. Part of the instructions I have read require an address but state that if buyer chooses to use a PAL, only the car number is required.

Can't comment on what "they" do only what the law/regs say.

This reminds me of all the whining that ensues when a shoppe records your info when buying reloading powder. It is a requirement of the law. Lots of shoppes don't, but there are still some that do, only because the law says they must.

Given how stupidly some people have used binaries, I don't think a PAL is sufficient. Pretty impressive that no one has, to my knowledge, died yet.

I know what you mean! Actually I am surprised that it is legal and so easy to obtain. I was out with a friend that seemed to get a kick out of shooting them.
I do not understand the fascination.

ARs etc are restricted but bombs OK?

Most shops I have been to have a sheet you sign with name, address, what and how much you are buying. But none ever ask for my ID. Just hand me the clipboard. I remembrr at one particular store Disney on Ice must of added pyrotechnics because Mickey, Donald, and a few others had bought before me
