Yep, sure is> I used to raise them. This is an adult. Immature birds lack the red tails.

Yup,
looks just like the one my brother and I raised when we were kids, great hawks and very friendly. used to ride around on our shoulders.

Red-tails can have a really wide variation in colour morphs. Maybe the F&W guy was looking for the more "classic" looking version. Some of them can be pretty dark in the body/chest.

Should have asked what they thought it was.

Looks like a redtail to me. I found one once, on the big hill... for the life of me can't imagine why I didn't keep it. I'm with James M.... never seen one since that was salvagable.
