I would toss out a hopper dropper set up. Stick an elk hair caddis as Densa said. But I would also tie on one or two of about 4 different flies below it.
The bottom one's would be
1) prince nymph in any size from 16 to 8
2) hare's ear nymph again sizes from 16 to 8
3) copper john size 14 or 12
4) evil weevil size 14 or 12
Those would be my flies of choice. Of course I have lots of others that I will switch up if they don't work so I suggest you do the same.
Also if the hopper isn't working then use a strike indicator and just go with the nypmhs. Be sure to put the indicator 1 and 1/2 to 2 times the depth of water that your fishing. That way you'll get down into the fish zone.
Remember if your not bouncing along bottom and loosing some flies then your not in the fish zone.
