Looking to walk a gun stock across the border
Am buying a Gun Stock from Boyd's, they are not shipping to Canada right now. Will there be a problem walking one across the border?

I would likely say it will be an issue. If the people that up until recently sent shipments daily are having problems, most likely someone whom have never done the brokerage before will be ending up with an empty box to take home. At best... Border folks are not known for forgiveness or sense of humour.
I have an e-mail request in to Richards microfit stocks, but have no reply yet. I suspect the same deal to wait until they all understand the new process to start taking orders.

Curious
Curious what this new process is about? Is it Canada or the US side?

It’s the US export laws that are changing
They are leaving ITAR and moving over to the commerce department.
I haven’t heard exactly what the changes will be.
New law goes into effect March 9
Really hope it goes back to how it was before being able to drive down and pick things up.

It is still an offense down there for an alien to pickup and export regulated items related to firearms, they did not change that. What did change were export licensing requirements and how permitting for export is done. You can send a gun down there for repair and they can ship it back without too much BS again. Ammo components are still restricted to go pickup down there, but, have apparently become reasonably exportable again, with a retail price limit. At least, that's what I saw a customs broker stating, even this one wasn't 100% sure of that, by the way they stated it. Still need to wait for some clarification from Commerce and ATF on how they will deal with what. There are a bunch of things that got put under a Low Value exemption as far as permitting goes, but some of the definitions of what gets classed as what need to be clarified.

So is a gun stock a regulated item?

A gun stock is not a regulated item. It's not going to be any different than buying a tv and bringing it back.

Yes, anything used on or with a firearm is classed as a regulated item.
Some items that are used on other more generic things (pins) are still regulated, but have an exemption classification as long as the seller is not selling it specifically as a firearm part.
Export compliance, bringing joy to the masses....
Last resort is you can call a firm that deals with export/import and ask?
Getting a legally binding answer here is not likely lol

Why is Boyd's not exporting them now? It may be because they decided not to register with ITAR which would make their products non exportable. Perhaps finding out would make the question easier to answer. There is always risk exporting items from the US and a clear knowledge of their rules and regulations can avoid an expensive trip.

Import
I am not having any problems at the moment bringing items in. I read the new changes today, and saw nothing overly revealing with certainty. Maybe there is newer info others are quoting?

I saw this on Boyd's site they must have fixed the problem
To better serve our customers outside of the United States, we are updating our international policies and licenses. We expect international orders to resume shipping the first part of February. Thank you for your patience and understanding.

Shouldn't be a problem. I walk reloading components across all the time. (powder, primers, bullets, brass). Never been an issue. I've never brought a stock across but a lot of scopes and reloading - shooting accessories.

All is good, until you come across a Homeland Security check stop on the USA side of the border. Then you will find out all about ITAR, and that reloading components are controlled goods, that require a permit to export out of the USA.
