I think the latter plus they are open and unsecured, no fences, no gates, no security checks and lots of people crammed in small areas between all the cabins set up with vendors.
The markets have a huge tradition in Europe and are big for local tourism, I think that makes them attractive as well.
No surprise on the 'known&on the list', like every other terrorist that 'slipped away' or that they let run to gather more intelligence. Makes you wonder how many people are worth the information gathered if they don't even get enough info to arrest these people before they strike.
