I think in the end if you give parties money you have to leave it to them to determine how to best use it to further their cause. For the Greens, they clearly felt that it could best be served by getting their leader and most recognizable face into parliament, and hopefully into future Leader debates. I personally can't fault that strategy. Running second or third in 200 ridings gets them nothing.
