She got a ticket for not having a bus ticket. I would expect the real story is that she refused to pay more for the fare than it cost. The bus driver likely did not have the capacity to make change for her and she got stubborn . . .

'non-story', pumped up by the media!
Exact change for a bus ride is that way in most cities across Canada and N.A. ... bus drivers do/can not give change. All she had to do was drop her 5 dollar bill in the box slot, the driver would have given her a bus pass, and all would be well. Riders having to over-pay for a bus pass because they don't have exact change (or a monthly bus pass) happens every day.
I think Mom needs a short lesson on how to properly use the transit system.
