Not sure about the other provinces, but the Alberta Trapping Regulations say

Resident Fur Management Licence

Applications: Occasionally, RFMAs become vacant. District Fish & Wildlife Division offices list the vacant RFMAs in their areas. Qualified adult residents of Alberta may apply for a vacant RFMA at those offices. Successful applicants will receive Registered Fur Management Licences that will authorize them to hunt and trap fur-bearing animals on the lands described on the licence and also on private lands that they may own or occupy.

No, you must be a resident. See sections 33 and 35.

Contact the Trappers Assoc. in the prov. you wish to trap. Get yourself qualified for that particular prov., being as there are differences. In some cases you may be able to find an individual who wants to leave the bush and may be able to deal with him, initially. In other cases you may have to be put on a list.
Maybe you should try Alaska, being a citizen of the country. There, you just find an area that is not being trapped and help yourself. As well, over there, you will have to run it by the people in control . Check with the Alaska trappers assoc. and see what they have to offer.
To me, it sounds like you might be a long time in getting what you are asking for, for a lot of reasons..
