Optilock base and ring torque values

I'm searching for the correct torque values to mount optilocks on my tikka. I've found a consensus online for the ring to the base (45lbs) and the rings onto the scope (15lbs) but I have a wide spread for the base to receiver (45 to 80 lbs). Wondering what you folks have found to be correct?
