Default Do we have to sign to buy powder?

Is there a Federal or Provincial law regarding purchasing powder that they must copy your personal information in a book after seeing your PAL ? Had this happen today and was not impressed.

The silly law has been around forever, the wholesale sports in Lethbridge would let you write down your name. I’d normally write Allan Rock or John Cretien lol. Never been asked for a PAL or ID to buy powder.

Fairly certain it’s not a law but certain store policy. I used to send my wife to buy powder for me on her way home from work. She has never had a PAL. Powder was on my bench when I got home. It’s dependant on the store. Bashaw Sports has never made me sign as well..

Sportsman's Den.......... Red Deer.Claimed it was the law ,I should have left the powder and waited on a gun show.

Its under NRCAN's Explosives regulations.....

Here you go:

Identification

294 (1) Before selling propellant powder to a buyer, the seller must require the buyer to establish their identity by providing

(a) a piece of identification, issued by the Government of Canada or a provincial, municipal or foreign government, that bears a photograph of the buyer; or

(b) two pieces of identification, each of which sets out the buyer’s name, at least one of which is issued by the Government of Canada or a provincial, municipal or foreign government and at least one of which sets out the buyer’s address.

Marginal note:Verification of identity

(2) If the buyer provides a piece of identification that bears a photograph, the seller must ensure, before selling the propellant powder, that the photograph is that of the buyer.

Marginal note:Record of sale

295 A seller must keep a record of each sale of propellant powder for two years after the date of the sale. The record must include the following information:

(a) the buyer’s name and address or the number of their licence, if any, issued under the Firearms Act;

(b) in the case of a licensed buyer, the licence number and expiry date;

(c) the type and Footnote *product name of the powder sold, the size of the container in which it was sold and the name of the person who obtained its authorization;

(d) the quantity of powder sold under each product name; and

(e) the date of the sale.

This is fine and all but how are they to know you have the required license? You need to provide proof beyond just saying you do.

Its been like that for a while some just choose not to enforce it dont let it ruin your day and send you home empty handed

They can read I showed them my PAL ....don't need to write in in a book unless they are sharing my personal information.

You aren't required to have a pal to purchase explosives, only government issued identification.

Buying smokeless powder is no different than buying fertilizer in bulk. When was the last time UFA asked to see someone's PAL?

If a store demands to see your PAL gently remind them that it's a short drive to another store.

as long as I leave the store with my powder I could care less if they want a signature, thumb print or picture of me smiling with the purchase . we sign for a lot of things in life , it's not a big deal. It would be a big deal if your neighbour was buying 10 pounds a day over a long period of time , you might even question how he was able to buy and have 1,000# of powder and a bunch of screwed pipe nipples in his basement when the house exploded and your family next door was killed .

It's not a big deal.

PAL is just a form of acceptable ID specified in the regulations.
Some vendors have misinterpreted it to mean PAL is the only acceptable ID.

Current version of the regulations has been in place since 2013.

I’ve never showed my pal buying powder. Just a drivers license and they write down my address and such.

That's a foolish statement. Akin to saying that buying a car/truck is the same as buying a farm tractor.

Both are made to do totally separate tasks, but one can do both it's intended purpose and the task of the other subject if required (albeit not very well)...

Not foolish at all. Both are regulated as explosives and are tracked. Doesn't matter what they are used for.
