Magazine rivet legality

Anyone know the legalities of relocating a river on a magazine?

I have 2 m14 mags that are pinned a little too high for me to insert them when the bolt is closed.

Am I legally able to relocate the river or do I need to take it to a gunsmith or something?

That's good to hear. What you recomend filling the existing river hole? I was thinking maybe a dab of job weld Or is tape good enough?

Fixing the river location was super easy, the only issue I have that I mentioned is filling the hole so nothing gets inside. Any recommendations?

I'm thinking like hockey tape or if possible jb weld
