Default Is this normal? (Sighting in Iron sights rifle)

I went shooting again today to try and figure out what was happening with the rifle. I followed your advice (sandbags, 25-100 yards, etc) and I began to see improvements. I am a little concerned though as I had to turn the rear sight all the way down and then some. This doesn't seem normal to me and with that much overhang, the sight may catch on something and move or cause damage. If this is right ,than is there a way to fill in the gap caused by the overhang? Check out the attached pic to see what I am talking about. I would love your feedback on this. Thank you.

Depending on the rifle it is on, you can get a HIGHER front sight, that is if your front bead is as low as you can get it and still not have any distortion.

A higher front sight will do the same as putting the front bead deeper in the rear sight - it will lower the point of impact, as this lowers the muzzle of the rifle.
That way you can get the rear sight higher on its base.
Not sure if you have enough rear sight, but you may be able to file the slot deeper in it to lower the POI as well.

I think getting together ith a couple other more experienced shooters may be a big advantage to you DuckBrat.

Perhaps if you listed where you were from, someone on here could come give you the hands on second opinion.
