Default Help me understand harvest reports

For elk hunter harvest reports, why do multiple wmu's vary from individual wmu numbers? For example wmu 151 has 3% success, 152 has 11% success, but 151/152 is listed as 33%?

I'd assume it related to draw codes? I believe the draw elk tag is good for 151/152, however if someone is successful in the open season archery in one of those zones it is likely reported to the individual WMU. Just a guess, but that's always been my interpretation.

That might make sense, in this case rifle success would be 33% and archery lower success rates.
